Behind the “throwing money” is the rapid running desire of Shenzhen Special Economic Zone for talents.
“A first-class city needs a first-class university, so we especially hope that the development of higher education can be closely combined with the development of the city and resonate with the same frequency.” Chen Qiuming said.
In the early 1980s, when Shenzhen was preparing to set up its first university, Shenzhen University, it was because the development of the SAR could not wait. At that time, the “top universities” in Shenzhen were two technical secondary schools, one health school and one normal school. As soon as the door of reform and opening up is opened, the export-oriented economy, such as “processing with supplied materials”, makes this border town rapidly access to world trade, and it is urgent for talents to invigorate the economy.
At that time, Luo Zhengqi, former deputy secretary of the Party committee of Tsinghua University, was transferred to the south to prepare for the establishment of Shenzhen University. He became deputy secretary of the Party committee and first vice president of the University. Liang Xiang, then Secretary of the Shenzhen Municipal Party committee and mayor, pointed to a small piece on the map and said to him, “I’m determined to sell my pants and build the University! In 1983, Shenzhen University was approved to be established. It was founded in that year and enrolled students in that year. This is the beginning of higher education in Shenzhen. Today, 38 years later, there are 15 colleges and universities in Shenzhen, with 113200 full-time students. Higher education has achieved great leap forward development, running out of the “Shenzhen speed”.
But Shenzhen is still not satisfied.
“During the 14th Five Year Plan period, we will build new universities and expand the scale of higher education reasonably and steadily. In the future, there will be about 20 universities in Shenzhen. ” Chen Qiuming said.
Shenzhen University wants to go to Hong Kong, and Hong Kong Chinese has settled down in Shenzhen
During this year’s NPC and CPPCC sessions, a proposal made by Li Qingquan, Secretary of the Party committee and President of Shenzhen University, has aroused widespread concern that Shenzhen University should be “the first to eat crabs” and plan to set up a campus in Hong Kong.
In Li Qingquan’s view, it is a win-win situation for Shenzhen University to set up a campus in Hong Kong. Once implemented, it will effectively promote the two-way exchange and interaction of higher education between Shenzhen and Hong Kong, and “break a new path” for the coordinated development of higher education in Guangdong, Hong Kong and Macao.

It’s not just Shenzhen University. How to achieve high-quality development on the blueprint of “dual zone construction” of Guangdong, Hong Kong, Macao and the leading demonstration area of socialism with Chinese characteristics has become a new proposition of the times for Shenzhen’s higher education.
Ye Wenzi, former president of Shenzhen Academy of Educational Sciences and professor of Shenzhen University, said in an interview with surging news recently, “with the planning of Guangdong, Hong Kong and Macao Dawan District, Shenzhen’s higher education needs to change its way of thinking from urban higher education to regional higher education.”
In February 2019, the State Council of the CPC Central Committee issued the outline of the development plan for Guangdong, Hong Kong and Macao Bay area, which explicitly supports the cooperation of Guangdong, Hong Kong and Macao universities in running schools, and encourages the joint construction of advantageous disciplines, laboratories and research centers.
In fact, Shenzhen has already taken the lead in running schools in cooperation. In March 2014, the Ministry of Education approved the formal establishment of the Chinese University of Hong Kong (Shenzhen). Priority will be given to the majors urgently needed by the mainland’s economic construction and social development. Three undergraduate majors, including marketing, international business and economics, will be set up in the first batch, and will be added year by year.
Last year, academician Xu Yangsheng, President of the Chinese University of Hong Kong (Shenzhen), said publicly that the preparation of the University started in 2008. After more than ten years of development, the university now has more than 300 world-class scholars and scientists. In terms of enrollment, the university has become the university with the highest admission score in Guangdong Province for five consecutive years.
