In order to effectively improve the dining conditions of rural primary and middle school students, change the nutritional meal supply mode of rural primary and middle schools, give priority to solving the accommodation problem of rural primary and middle school teachers in areas where the most urgent need is, effectively solve the large class size of urban primary and middle schools, and meet the needs of the urbanization process and people’s nearby enrollment. In 81 counties and counties of 12 cities (prefectures) in Gansu Province, 1,000 canteens were built and expanded in rural compulsory education primary and secondary schools. We built, renovated or expanded 900 dormitories for teachers in rural primary and secondary schools in 23 key counties in nine cities (prefectures). By means of construction, reconstruction, expansion and resource integration, the number of compulsory education primary and secondary school degrees in 14 urban areas where the municipal and state governments are located is mainly increased by 15,000.
Time limit to complete
The project of building, renovating and expanding canteens for rural compulsory education primary and secondary schools was completed and put into use in September, and the main body of the new canteens project was completed by the end of December.
The project of revolving dormitory for teachers will be completed by the end of December.
By the end of August, 15,000 supplementary degrees for primary and secondary schools in urban compulsory education will be completed, and all of them will be used for enrollment of primary and secondary schools in urban compulsory education in September. The remaining incremental degrees will be supplemented by the end of October.
On the basis of full communication and consultation with the provincial finance department, it is clearly proposed that the provincial overall planning fund will be 650 million yuan in 2021. Specifically, 300 million yuan will be used to renovate canteen facilities in rural primary and secondary schools for the 2021 project to improve weak links in compulsory education and enhance capacity. A total of 250 million yuan will be used to fund the 2021 project to improve weak links and capacity in compulsory education, which will be used to supplement primary and secondary school degrees in compulsory education in urban areas where the municipal government is located. The provincial finance allocated 100 million yuan for the construction of revolving dormitories for teachers in counties. At the same time, the governments of the cities (prefectures) and counties (county-level cities and districts) where the projects are located are encouraged to improve the management methods of project funds according to the thin reform and increase the local supporting construction funds and coordination efforts to ensure the completion of the tasks on time.

1. Construction, renovation and expansion of canteens in rural primary and secondary schools. In May, the construction and renovation of dining hall projects were all started; In June, the completion rate of the new and renovated dining hall project reached more than 50%; From July to August, the golden period of holiday construction was used to accelerate the progress of new construction, renovation and expansion of canteens, and the completion rate reached more than 90%. In September, the project of refitting and expanding the canteen was completed and put into use. By the end of December, all the main parts of the new canteen project will be completed.
2. Teachers’ revolving dormitory project. In May, all the revolving dormitory projects for teachers were started; In June, the completion rate of revolving dormitory project for teachers reached over 30%; From July to August, during the golden period of holiday construction, the project of revolving dormitory for teachers was accelerated, and the completion rate reached more than 70%. In September, the completion rate of revolving dormitory project for teachers reached over 85%. From October to November, the completion rate of revolving dormitory project for teachers reached more than 95%; By the end of December, the main body of the teachers’ revolving dormitory project will be completed.
3. Supplementary degrees for urban primary and secondary schools. In May, the number of additional degrees reached more than 7,000 by means of project renewal and optimization of existing classroom functions. From June to July, the number of primary and secondary school degrees in urban areas has reached more than 10,000 through the integration of regional education resources and the reconstruction and expansion of classrooms. In August, we will intensify efforts to promote urban education resource integration and renovation and expansion projects, giving priority to the supplement of urban primary and secondary school degrees, and all supplementary primary and secondary school degrees for urban compulsory education will be in place by the end of August. In September, all the school will be used for urban compulsory education enrollment.
Implementation of the principle of
The implementation of the project shall be combined with the running standards of compulsory education schools, and teachers’ revolving dormitories shall be built with a floor area of no less than 35 square meters per set. The canteens of rural primary and middle schools are built with the standard of about 200,000 yuan for new canteens, about 100,000 yuan for reconstruction and expansion, and 1.2 square meters per student.
